You should attend the counselling as with EWS rank 108, there is still a realistic chance for your admission, depending on how many students ahead of you opt out or choose other colleges. Since this is your ultimate last hope, you lose nothing by attending counselling. But not attending it would be a guaranteed loss of opportunity for you. And even if you are not selected in the first round, there might be vacant seat rounds (spot or mop-up rounds) later. Also, DIPSAR considers document verification and physical presence as crucial, so not attending could disqualify you entirely.
