You can use domicile criteria of one state where you live more than 10 years. You can't get domicile certificate for two different states.  If you appear exam for non-residential state then you will go under open category. Cutoff for open category is bit low then home state general

To get into B.Sc course in AIIMS you will have to appear their Entrance exam, AIIMS Paramedical Entrance exam. For MBBS admission AIIMS has been Cancelled but for b.sc course it is till out there.
