if i get above 400 in neet ug and i have hyderabad karnataka with obc category and even rural quota,will i get a free medical seat in karnataka state

Siri, there is no free seat concept in MBBS. There are Government seats in Government Medical Colleges. And then there are 3 Categories of seats in Private Medical Colleges. Category A is the Government Quota Seats. And only candidates of the home State are eligible to apply for these seats.

see in india master in medical lab technology program is not available in any reputed institution.

however if you want to pursue master you may go for abroad. as you have already completed your bachelor degree you are surely eligible.
