The domicile certificate which you can apply for highly depends on the States you're talking about. The regulations for domicile for NEET Counseling are different in every State. Since you haven't mentioned the States, i'm providing you the link where you can find it for every Indian State

You might find it difficult to get a seat in your State Counseling if you belong to Delhi as per your profile. Because Delhi usually has higher cut offs. But in Central Counselling, you might have a chance in Deemed Universities like:
