Yes you can apply for ESIC Colleges in India through both the All India Counselling as well as the State Counselling (incase any of the ESIC Colleges fall in your domicile state). First the seats of these colleges have to admit students under 15% AIQ and then under 85%

The scholarship on fees is given on the basis on the family financial status as well as in some cases it is based on the category basis .It depends on which college you are getting admission .

Most of the colleges deemed medical colleges of Rajasthan have a yearly fee of 8 lakhs per year. Though there are colleges which have more than 8 lakhs also you can go through them. Like NIMS jaipur have 20 lakhs also so there are differences in the fees

If you are going for management quota then you can get a seat with your marks. But make sure you are surely affordable  for management quota seats as the fee will be ×3 higher when compared to normal fees. Even then, Management quota seats are filled through State Counseling only.
