The cut off for each college and category is different and it changes every year. You haven't mentioned your category so, it is difficult to indicate the last rank. You can check the previous year cut off for KCET for each college, branch and category using the link given

Hey!
The concrete reason could not be found. Probably, it might be because of the number of students from SCR Category applying is less/didn't qualify for the Veterinary colleges in Bidar.
But the seat type was introduced in 2020. Veterinary College in Bidar provides seats for SCR category. The students
