For admission in any of the BITS Campuses-Pilani,Goa,Hyderabad your score in the entrance exam BITSAT is considered only. You can't get admission here through your JEE rank. There is no relation between admission in BITS and your JEE rank.

No, You can't apply because BITs Pilani does not offer Lateral Entry programme.

It offers- Integrated First Degree Programmes, Higher Degree Programmes(M.E. Design,M.E. Electrical,M.E. Microelectronics etc.),Doctoral Programmes (Ph.D.) (M.E. / M.S. / M.B.A. / M.Phil.).

No one exactly knows the number of seats left in these colleges. you should consult the college for the admission and if the seats are there then they will let you know.
