no, BITS PILANI accepts board toppers of the state . it does not accept board scores as far as i know

Sorry  to say but it is somehow  nearby impossible to get admission in any of the three campus .You shoud check thier cutoff of last years i.This year expectation is around 300 above marks .

If there is a 5th iteration for BITS 2018, your daughter getting a seat is very likely. However, in some cases, cutoffs reduce marginally or not at all between subsequent counsellings, due to non-availability or scarcity of seats. But your daughter getting a seat is quite probable.

Yes you will get the admission in BITS but you must be good in finanical position.

I will suggested you to write icet entrance exam you will get a free seat. And the seat will based on your icet rank.
