Yes, direct admission to board toppers is mentioned in the criteria to get admission in BIT Pilani . And for those who are not the board toppers they have to give the BITSAT Exam and then they will be eligible for admission.

Yes, the state toppers ca get direct admission to BITS Pilani. For others who are not state toppers have to give the BITSAT exam for taking admission in BIT Pilani. Without BITSAT exam they are not eligible to take admission.

BITS is Birla Institute of Technology. There three campuses present. If you want to join then you have to give JEE Mains examination or BITSAT. So those candidates are go for admission through JEE Mains examination then they can get admission for BTech course. Those candidates want to join via BITSAT examination then the admission date is not release. You didn't mention which department you want to take admission. BTech or Bpharm or Mtech or mpharm. There are so many courses offered. Anyhow the BITSAT application date close and examination started. The examination date August 3rd to 9th 2021. Just to be on the same page as you, there is nothing as BITS Dubai, it is actually BITS Pilani, Dubai Campus.
Now as a brand BITS is much superior to VIT in all respect.
BITS is one of the if not "the" best private Engineering College in India.
Here, I am obviously not talking about the Dubai Campus as it is relatively new but the very fact it coming under the umbrella of BITS, give it ample weight.
The Admission is via merit only - all Students have to take the BITSAT Examination. There is no Quota seats for Management or SC/ST/OBC.
VIT on the other hand has many Management quota seats and hence it impacts the Quality of intake.
There are ample number of features which are compared when we declare a college better than the other. However, in this regard, BITS Pilani Dubai Campus is a clear winner in almost all the aspects.

If you want to work in the core fields, then you should choice as per the subject. But if you want to go for Coding jobs and you join to IT then I would recommend you to go for IIT BOMBAY Engineering Physics. If you learn coding (for engineering physics/ physics there is coding in different languages such as python, C++, Fortran etc but they aren't that in depth but you can invest some time by taking electives) then you will get amazing offers in IIT BOMBAY. I am not saying BITS will not give you good placements but the environment, the scope and the label that will IIT provide you will be far better than that of BITS. Also for Engineering Physics as a course subject you can get good positions in Automobile Industries, Civil and architectural companies such as L&T. So for IIT you will have a good choice and IIT Bombay is the best institute in India, so if you get a chance don't leave it just for the subject matter as nothing will matter if you are hard working. Now if you are only interested about Electronics then I would say go for BITS. But if you want to get any of the two then go for IIT Bombay.

college infrastructure of Birla institute of technology is vey good as you can see the name Birla as per my experience they are maintain their brand as well as it possible to support their brand they have high smart classes and high smart security to much expensive but very good college .
The infrastructure of the MBA students at BITS Pilani is well-organized and up-to-date. Classrooms are spacious, with projectors and audio-visual systems installed, enhancing lectures. The campus Wi-Fi is satisfactory, though speed reduces slightly in times of high usage. Seminar halls, case study rooms, and group discussion rooms are available for management students.
Nice infrastructure, AC class rooms, clean washrooms, well-maintained campus, pretty flowers everywher, pretty pretty snake path and last but not the least, how can I forget our iconic clock tower haha!!
