Congratulations for getting good percentile in JEE mains 2020. The cut offs may vary with various factors such as the home state or not, category so the direct predicting the chances of admission is not possible.
But according to last some years cut offs of BITS Mesra the highest closing rank is for Biotechnology and which is 78000. As per your percentile your rank should be definitely more than 100000 so that you have very very less chances of admission. It actually doesn't matter if you try for BIT, Mesra in place of NIT. Both of them have their pros & cons when compared with each other. When trying for MS abroad, the biggest thing which students miss out is working on their extra curricular activities. Take as many certificates as possible, publish papers, attend conferences that would include international students. Let there be exchange of ideas in your engineering years.
Have better SOPs & LORs throughout your engineering years. Try to get connected with industrial & academicians.

The ranking of NIT jamshedpur is better than BIT mesra
Placement is also better of NIT jamshedpur than BIT mesra. In comparison of fees NIT jamshedpur is beeter than BIT mesra. The infrastructure is better of BIT mesra than NIT jamshedpur. Jamshedpur city is also very good, as I am also from jamshedpur I know it's a good place.

Seeing the overall view of both the colleges then I guess both the colleges are well performing in all their courses.also, before comparing two colleges you should set your priorities first.
Now,
Nirf ranking-for Nit agartala the rank it has secured is 75 whereas for bit mesra it's 28.
Infrastructure-Infrastructure-if we compare both the colleges on the basis of their infrastructure then both the colleges are beautifully structured. With all the new equipments required in the laboratories.
Placement-now, the highest package given by Nit agartala is 36lpa and average ranges around 4-5lpa whereas in BIT mesra the highest package given is 40 lpa and average ranges around 9-10lpa.
So, on the basis of placement statistics I would refer you to go for BIT MESRA.
Rest, as I said the colleges is chosen upon the set of your priorities.

The syllabus for B.Tech computer science may vary from college to college. However the difference is only slight.

In first year you will deal.mostly with the basics of your course. So you should focus on the class 11th and 12th subjects like physics, chemistry, mathematics and computer science. If your concept of these classess will be good it will be easy for you to study in further classes.
If you wish you can join the short term computer courses like MSC- IT, Python, c++or any short term certificate course.

Birla institute of technology, Mesra is ranked 38 by NIRF and is a private university with 284 faculty members and 1678 students intake. They have all the facilities like cafeteria, library, medical,gym etc in campus. Their Electronics and communication course is a 4 year full time course with 120 seats and AICTE approval. The jee mains cutoff is around Rs 11.47 lakhs and package offered is Rs 8 lakhs per annum. They have students rating of 3.8/5.
Indian institute of engineering science and technology, West bengal is ranked 21 by NIRF and is a public university. They have 196 faculty members and 1454 students intake. They also have all the facilities in campus except cafeteria.
Their electronics and telecommunication course fees is Rs 5.44 lakhs and have rating of 4.2/5. Package offered is around Rs 6.50 lakhs per annum.

Unlimited here refers to test. That is, you will have unlimited number of attempts in the test series provided by the pacakage you want to purchase. This will help you to improve your speed. Based on all the colleges you've mentioned I'd recommend you make a choice between JSS Noida and BIT Bangalore as they have the best reviews out of the mentioned options. It also depends on the branch and locality you'd like to choose that would determine your final choice. So, choose accordingly.
Outstanding college The campus is well-maintained with decent classrooms, a library, sports facilities, and Wi-Fi. Hostel facilities are average, but improvements in food and hygiene could enhance the experience.
The infrastructure of the college is very good every faculty member here is very much ready to help us out they have a very friendly nature and easy to access them. Almost everyone here is very crispy the college staff also is very helpful polite good nature
The university offers a friendly environment for study. Classrooms are digitalized.The library has approximately more thank 10,000 books, e-books, and IEEE subscriptions for us which helped me in my research work. The auditorium is highly equipped and I was handed my M.Tech degree there.
