Yes you can register for State Quota as well as All India Quota counselling.
If you get a seat in the second round of All India Counselling and you join it then you cannot leave the seat and go for state quota seat. You can leave the second round seat without joining it, but there will be forfeiture of security fees as second round is not free exit. It would be advisable to to check you bank account statement after updating it. if the fee is deducted from your bank account and application is not paid successfully then contact the UPSEE team on their website and ask them to resolve the issue.

You don't have mentioned the respective category of your son in your question, so I'm considering your son as a General-UR candidate.
So in this case I would like to inform you that your son doesn't get qualified in NEET UG Entrance Exam 2020. Because the minimum qualifying perfectile required to appear in NEET UG Counselling for a General category canditate was 50 where on the basis of your son's marks it can be estimated that his percentile would be in between 46.1 - 46.5 which is less than the cut-off percentile.

As your son doesn't manage to secure minimum qualifying marks, that's why it's shown that he'll not be eligible in NEET UG Counselling 2020 in any State. And please be clear that not in first round, he doesn't get any chance to appear in any round of counselling.
One thing I should mention here is that if your son has utmost dedication and passion to ge a eminent doctor in future, then I'll recommend him to try for a second attempt in the next year with a better level of preparation.

TWF stands for Tution Fee waiver scheme implemented by Government of India. It applies and works for all students who are economically not stable and cannot afford to pay the fees but are also meritorious ones. But, their Annual family income must be atleast lower than 2 LPA to get through TFW scheme. And they also have to give their income and asset certificate.
And, now, there is no concept of free seat in any college. You always have to get a valid rank to get admission into a college accepting their respective exam score.

Hi Mohit, the selection of branch depends on your interest. BITS is far better than BIT Mesra. The placement opportunities are not good in BIT Mesra and in eee it is negligible unless you have great coding skills, you won't bag a placement in a good company like Tata Steel, L&T etc. Bits gives a 90%+ placement guarantee and highest package record is of 45LPA. Though BITS Pilani is a bit costly but the degree is total value for money. The money invested is worth it as BITS Pilani has 4th rank after top 3IITs and ranks 1st in private colleges.
Bit mishra has large and green campus wita a calm academic environment . class room are all well maintained and labs are useful for practical learning the library has enough resources for regular study . Hostel and basic facilities are maanged properly for student
