The comparison between the two colleges shows that:
The infrastructure and facilities of COEP are far better than NIT Raipur. However, COEP is a state Government college, while NIT Raipur is an NIT, thus having better exposure.
Faculty are good at both the colleges, yet NIT Raipur is a great place to study.
For placements, I would suggest COEP as it is the top college of Maharashtra and has better placement records.
I would say that COEP is better than NIT Raipur in most aspects.

See there is no 100% accurate method to calculate rank from percentile but if we go through previous years trends than on such percentile your rank is expected in the range of 1-2,000. Note that this is not your exact rank because it might have slight variations to the actual rank.

On such rank and category you have good chances to get seat for Mechanical Engineering in CoE, Pune through MHT CET Counselling because if we go through last year's data then it shows that last year the closing rank forCoE, Pune was 673 for B.Tech in Mechanical Engineering.

Both the colleges are good, IIIT is new while COEP is one of the oldest engineering colleges, and has many other facilities which has evolved throughout the years like various clubs, etc. So according to me I would choose COEP.

The direct second year closing cutoff for instrumentation engineering in COEP is 145+. And yes, the minimum percentage required to go through Diploma for direct second year is of 92%+. So accordingly you need to check whether you're able to meet the eligibility criteria and the minimum qualifying marks in order to get admission in COEP. Walchand CSE is a good college and the college has a fantastic placements of almost 100% placement every year.It is a very good college and the highest salary package offered is 50LPA.Faculties are quite good and they are highly educated.The college also has a good lab facilities with a real time hand on experience which will help the students in the further run.Not only CS but other departments too has good faculty and more than 80% placements.
Walchand college is far better than COEP ECE so go for Walchand.

CSE is no doubt the safest back up option as of today, better than civil but please bear in mind that CSE can also be time consuming and kind of challenging if you get deep into it as most CSE subjects you study will be something new for you. You need ample time for your government job prep so take into consideration the time consumption factor of both branches, civil in comparison to CSE is not that hectic I'd day.
You also have the added bonus of an almost guaranteed job after doing CSE as well as higher studies options open. Unfortunately most All India government jobs in administration won't require CSE knowledge but civil can be used as optional subject.

It is good that you have your stance clear from the start that you are not aiming for campus placements and such which makes the decision easier;
think on these terms:
- Which branch will be the least time consuming?
So that you get the maximum time possible for your government jobs preparations. In this regard, I'd say metallurgy is more laid back than civil in terms of syllabus, civil also includes many calculation subjects and drawing subjects which can get tricky if you are not paying attention.
- Which branch will act as the best back up plan later?
here, civil wins over metallurgy for the simple reason of being a popular core branch since time immemorial. Civil graduates may not get much private sector opportunities but there are many government job openings at central and state level for civil students.
Civil is also a great branch for GATE and subsequent higher studies in the field.
Civil will also be a good placement backup as metallurgy students have a hard time during placements, it is an over all safe branch.
bottom line - go for metallurgy if you do not care for branch reputation or higher studies or do not need a back up option for jobs. otherwise, civil is a good option even for government jobs. (you can even opt for civil engg. as an optional in UPSC which has a decent success rate and low competition)

Dr dy Patil Institute of engineering is good for computer science as compared to modern college of engineering. The faculty members are experienced and are supportive to students. . The placement for the college is good. Computer science student get highest placement in the college. Companies like godrej, tcs visit the campus.

Securing with a percentile of 91.64 in MHT CET 2020 means securing a rank range of 1-19,000 since your percentile comes in the percentile range of 99-90. There's a fair chance you may be able to get a seat in the mechanical engineering at COEP. Since the college cutoff results of MHT CET has not yet been declared officially, so predicting that whether you will be able to get a seat in COEP or not seems a bit difficult. But don't worry, as soon as the results declare, just check whether you managed to be in the passing range or not. Accordingly, you can get the admission.

Ancient buildings with best modern touches is a most famous building in college Overall 36 acres campus, River view and 7 8 department buildings, 2 canteens and 2 auditoriums, 1 sbi bank and atm is also inside.
The labs and their corresponding equipment are of the highest quality and majority of the faculty are experienced professionals. Classrooms are mediocre in terms of design and comfort as is the WiFi network. Libraries and sports facilities are good. Canteen is clean and hygienic however the Boat Club canteen could do with some work.
The College of Engineering Pune is very prestigious for its impressive infrastructure, which basically enhances the student experience on the campus. Classrooms are also well equipped with the Projectors, digital learning tools and also are very spacious.
