First of all, UPSC preparation cannot be done by choosing a particular college or university. As you are seeking to do engineering, the whole course curriculum will be different. No college as such provides UPSC preparation. Candidates generally prepare for the exam after the commencement of classes in the college. So, UPSC preparation is not a factor for choosing a college.
If we compare the placement of VIIT Pune, and Cummins college, VIIT Pune offers Rs. 4 lakhs per annum median salary package for B.TECH/B.arch candidates while Cummins College offers an average salary package of Rs. 5.5 lakhs per annum. So, Cummins college is better in placements.

You have not mentioned your category assuming that you belong to general category considering the cut off in 2019 it is difficult to get seat in the college that you have mentioned. You need to score 99 or above percentile in MHT CET to have chances of getting seat in the preferred colleges. To check the previous year cut off you can use the link below

The cutoff for the branch in every college is depend on category. As per the previous year cutoff, for civil engineering in coep , for general category it is 170 , for OBC 163 , for st 133 , for nt1 87. So for different category cutoff is different.

Since you do not have the domicile of Maharashtra you fall under All India Candidature. In All India Candidature - The allotment to the engineering seats shall be done through CAP on the basis of score of JEE (Main)Paper I score and then if the seats remains vacant, on the basis of MHT-CET score.
After writing any of the two or both of the exams apply on DTE for CAP counselling and admission. However you will be eligible for only the private colleges in Maharashtra as you do not have the domicile (except the ones that give admission on basis of JEE Mains).

In coep 1/3 rd of the 15% sanctioned seats are reserved for CIWGC in each discipline and remaining 2/3rd of the seats are reserved for nri , oci , pio , fn . Out of this 5% of sanctioned intake are reserved for nri category. So the nri reservation is available.

Hello. the median salary package for your mentioned courses is 3.3 lakhs, 6 lakhs and 3 lakhs respectively. Both the campus drive for VIT and VIIT happens in VIT itself.
