If you are already studying in Govt college means you are doing your MBA in Govt. college then you can join other govt college eaisly.

You can change your university through lateral entry admission in another but it depends that , that particular college have that system or not.

Yes, you can apply for BHMS in your desired college or university, or institution based on the 12th certificate equivalent.

The certificate should be issued by a reputed and government-identified institution like IGNOU, NIOS, state open school boards, etc.

The certificate is valid everywhere.
