So your rank is not sufficient based on previous year data.

But the cutoff will vary every year depending on the difficulty level of exam, no of applicants, no of seats available etc.

In order to get admission into CSE at NIT Hamirpur under SC category for home state quota the minimum percentile required is nearly 99.26 and above as per last year cutoff of jee mains.

Hope you are doing well.
With 38000 rank in CRL, your OBC Category rank would be around 10,000 which is very high to get admission in NIT Hamirpur.
According to JoSAA, for the year 2018, the closing rank for BArch in NIT Hamirpur was 532.
So, you don't have a chance to get a seat.

According to previous years analysis the cut off for st category from open state goes around 3000-4000 and also if you are from home state quota cut off goes around 3500-4500 so from previous years analysis you have very less chances of getting ECE at hamirpur , though the cut off ranks are very subjective it depends on how many people have applied from st category in home state/other state quota what was the highest score and how many seats are available vs how many people are before you.

Congratulations for your JEE Mains result.You have got a little less rank than expected because for mechanical you need rank under 7000 AIR (CRL).

But don't loose hope there are many other colleges you can try for your rank.Try to see that which branch you want and then you are ready to go. Here I am mentioning previous year cutoff of NIT Hamirpur.

Can you mention you rank ? As per your percentile is is possible to get NIT Hamirpur. You can check according to your obtained rank in jee paper 2 for NIT Hamirpur.Last year closing ran for NIT hamirpur was 11202 for general , 38348 for obc-ncl, 1269 for SC, 486 for ST under home quota. Also 1902 for general, 888 for obc-ncl, 194 for SC, 122 for ST under other state quota respectively.
