If you are from ASSAM state than your chances of getting admission in NIT silchar is sure. Branch may vary but you are able to get admission surely but if your home state is not ASSAM than chances are going to be less for NIT silchar. Actually chance of getting NIT seats depends upon various things and cutoffs for various branch.

See if you select the float option after getting seat in NIT Silchar and then you go for further rounds of counselling then your seat allotted in NIT Silchar would not be cancelled instead it would be upgraded in further rounds as you opted for float option.
Float option is chosen by the candidate when he/she wants to upgrade their seat in any other institution as per the choices filled in JOSAA choice filling.
So don't worry your seat won't be cancelled before final round counselling of JOSAA.

You should consider NIT Durgapur over NIT Silchar
Still both the branches have wide exposure, do check your branch preference.
I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.

Basically You must have a preferred branch before choosing any college. But here you are confused between different branches. So sort out the branch first then go on with the college selection. This helps you out in opting the college more easily.My suggestion is to take either NIT Silchar or NIT Hamirpur. If you are interested in dual degree course then choose that or give a preference to 4 year computer science degree.

NIT SILCHAR do have a good infrastructure but not the best. There are two blocks where the classes are held one is the old gallery and other is the new gallery ,only new one do posses adequate facilities and equipment while the old is not so equipped. When it comes to hostel facilities ,hostels which are built recently have good infrastructure, the living spaces are not so good for the first years ,south Indians face difficulties in food taste.
