For admissions in the ECE branch in NIT Surat, the opening rank was 701 and closing rank was 827 for the SC category under the others state quota. Considering this you seem to jave less chances.

special round means if you did not get seat in any of teh counseling session then there wil be a last round called special in which if you have not participate in counseling session or miss this then you can directly particiapte in special round to get a seat. thatis

 there is no problem in it if you met the eligibility creteria of pgcet examination. even if you study your 12th standard outside india it won't affect in your admission process.
