NIT Surat

Academic wise, it depends on the subject you choose. Mechanical has got a huge list of experienced faculty in NIT Surat. Other departments are also individually good. Infrastructure wise, NIT Surat ranks better over many other colleges. Since less students so placement chances in a better company is high. Strength of around 60 in CSE.  Average package comparative to NIT Bhopal. 

NIT Bhopal

Strength of 200 in CSE. From past 3 years the placement is more than 90% with average placements greater than 8 LPA. Inspite of having 200 students placements are much better than other NIT’S. Very less classes .

Cut of CSE Bhopal is more than CSE Surat since the strength of CSE is 200 in Bhopal as compared to around 60 in NIT Surat.

For admissions in the ECE branch in NIT Surat, the opening rank was 701 and closing rank was 827 for the SC category under the others state quota. Considering this you seem to jave less chances.

 there is no problem in it if you met the eligibility creteria of pgcet examination. even if you study your 12th standard outside india it won't affect in your admission process.
