Last year for general category the last rank to be alloted a medical college through AIQ counselling was around AIR 10000-10500.
As your rank is around AIR 28000, I don't think you will alloted any government medical college in general category in AIQ counselling.

With a score of 138 marks in NEET your chances of admission in Kasturba Health Society's Mahatma Gandhi Institute of Medical Sciences is very difficult. I assume you belong to General Category as you have not mentioned about your category. The cut off for open category is usually 500
There are 33 seats for GN student through AIQ, therefore chances are less according to ur marks
No that's not impossible. If you are thinking for admission into MBBS through AIIMS or JIPMER then that's fine. But without neet you cannot get admission into state government and private medical colleges.

Being a medical college , the medical facilities provided to the students are the best. There are classrooms and seminar halls. The sports facility is also good. There is a library and a common study room also. There are separate hostels and gym for both girls and boys. The mess food is average.
