Yes there are many under graduate course in which you can directly take admission without giving any exam ,but here the thing is you have not mentioned in which particular course you are interested so i cannot say anything now ,some college also conducte their own entrance exam

Here is a list of all government medical colleges in Bihar and their respective cut offs in 2017 for the general category under the state quota. Considering this and your rank you don't seem to have much chance for admission in a government college.

So overall the college is a good place to study.
College Infrastructure
Yes, the college has most of the equipments required for learning all the stuff that will make you a good doctor. The infrastructure is overall good, the classes and hostels are also in a good condition. And as the college is in the capital city so that will also help you a lot.
