Both the colleges are good. But PICT, Pune has a slight edge over VIT, Pune. In PICT you get good infrastructure. The teaching faculty is highly qualified with years of teaching experience. You get good quality education with exposure. The placements of the Electronics and Communication branch is very good.

Sorry to say but you have NO chance to get CSE, IT or ECE at VIT, PUNE.
Well you may get it if you are a category Candidate and hence it completely depends on that.

You can't get admission in VIT through Jee main or MHT CET marks for that you have to qualify VITEEE exam then only you can get admission merit wise.
Chances are less For VIT Pune under MHTCET scores as cutoffs above 120marks.
For MiTWPune you have decentchances for Electronic and IT engineering.
Since you scored negative in JEEmains there are no chances for any colleges.
You can get following colleges under MHTCET :

College Infrastructure
The campus is one of the reasons I enjoy coming to college. It is spacious, organized, and provides a comfortable setting for students every day. As our college is reputed college in Pune so it's buildings are maintened time to time
Overall vit pune is good option how fit in criteria of CET

It is best college in pune rank top 3 here , infrastructure is also very friendly and good and I think it is best for local citizen present in pune , also there are 4 building in bibewadi campus which have good technology

College Infrastructure
Yes, the infrastructure of my college is very good, and I personally like it also 2 canteen are two so food is also easily accessible. also food quality is very good and better we persionally like it very much.
