As from the previous year's cutoffs you have to score around 350. Below are the previous year's cutoffs.

Civil Engineering: 274 for 2018, 294 for 2017, 314 for 2016, 312 for 2015, 322 for 2014.

You have not mentioned about the branch you want to take admission into.

As BITS has recently(2018) started taking admission on the basis of GATE score, therefore very less data is present to make a reliable prediction. But since the seats are very few(around 50) your rank should be below 1000 to expect there call.

The students of delhi have reservations only in NIT delhi not other colleges. Like there is no reservations for them in IIT DELHI. Neither in school of engineering JNU. 

And there is no reservations for them in BITS too.

Though there is reservations for delhi students in IPU.  

Kabir so there is no such reservations for delhi students in IIT or BITS or any other national level college.
