NIT silchar in later round of counselling and lower NITs .Placement of core branches are low in any NITs.

Irrespective of when you have passed your intermediate exam, you can pursue Bsc in the Birla Institute. However, as you have taken a gap of one year, you will have to produce a Gap Certificate stating the reason for your delay in pursuing Bsc which you can take
If you really wanna get into those top NITs for MCA then you need to book your seat at the biggest MCA training institute aka JMA, INDORE !

According to your marks and based on the previous year cutoff, you have less chances for admisison to Government colleges for both AIQ and state quota seats.
You can try for admission at private colleges.

Yes definitely, after class 12 if you have 60% in your +2,then you can apply for the programme.

But I would suggest to apply for integrated MBA conducting by IIM Indore.
It's a big chance for +2
