The ICAR cutoff depends on the number if candidates who wrote the exam , the difficulty level of the exam and the number of seats. Based on the previous year cutoffs this year the cutoff score for OBC is 430 and expected rank is 680. So I am afraid it will be difficult to get a desired government college seat for your rank. Maybe you can wait till the last round of counselling and see your options. The admission possibility also depends on the competition for the course you opt for. Different course or specializations have different cutoffs.Hence do attend the counselling .

The results of the mock round and real round are different,so you need not worry about your selection on the basis of that.Now on the basis of previous year's cut-off your chances of getting integrated IT(B.Tech+ M.Tech) is pretty good,Last year the cut-off went around 6949(OBC-Category).

According to your question and taking into consideration that you have got a seat in bit mesra in chemical engineering and you want to clear neet 2021 as well.
I would personally recommend you to decide in what field you are interested. Is it medical or engineering?
As bit mesra has tough schedule and to score well at bit mesra is really difficult.

Maths and English are important for DU JAT, but check whether you match their Eligibility Criteria!
As you said, you are OBC and as per DU JAT's Eligibility Criteria: OBC Candidates must have secured 54 percent aggregate.
This 54 percent must be the aggregate based on your score in 4 papers - English, Maths and 2 other subjects mentioned in the List B (Elective Subjects) of DU UG Admission Information Bulletin.
Don't worry, if you fall under their Eligibility Criteria, then go ahead and prepare for their entrance test! It comprises of Quantitative Ability, Reasoning and Analytical Ability, General English, Business and General Awareness.

If you are getting Computer Science and Engineering be it in BIT Mesra Off Campus' or at BIT Bangalore or wherever, take that over any other branch or institute.
