COEP is a government college which takes admission through MHT CET. You need to score more than 170 marks in MHT CET

Each of them has it's own Pros and Cons. Both are great in it's own aspects. But there are certains things which gives VNIT a slight edge over COEP.
If you can admission in the streams of CSE/ECE/EEE/Mechnaical/Mining Then go for VNIT Nagpur if only you can get.
