The obvious answer is yes, students of other students can take admission in the engineering colleges of Pune. But for that you need to fulfill their eligibility criteria.
For example, have a look at admission criteria for MIT College of Engineering, Pune For Outside Maharashtra State (OMS)- Indian
congratulations!! The eligibilty criteria changes from year to year. But this year 2018 it is through Mh-Cet. Cutoffs vary every year but one can predict his admission from his rank in Cet. You have to be above 99.65 percentile to get top branches in COEP.

if you got 80% than its good but for getting admission in COE Pune is difficult.you have two ways to enter into COE - through MHTCET or through JEE.
you can not get admission through 12th marks directly.

The admission process for M.Tech in COEP is no different than that for other colleges, and this entire process is similar to the “Common Admission Process (CAP)” adopted now-a-days for undergraduate admissions in Maharashtra State.
Basic eligibility criteria:
MTech students have a no. of companies visiting for placements for design, automotive and thermal specialization.
Around 65 % from all 3 specialization got placed in year 2015-16. But COEP MTech is recently accredited by AICTE and is not yet as much reputed among the industry as the BTech course
COEP has world-class infrastructure with research labs, modern classrooms, and a well-equipped digital library with access to top journals. The campus is Wi-Fi enabled, clean, and technologically advanced. Hostel, canteen, and recreational facilities are well-maintained, creating an ideal environment for research and innovation.
COEP has advanced research centers, modern classrooms, and well-equipped labs for M.Tech scholars. Libraries provide access to journals, e-books, and publications that support higher studies. Hostel and campus spaces are well maintained, though some old blocks need better renovation.
