See there is no 100% accurate method to calculate rank from percentile but if we go through previous years trends than on such percentile your rank is expected in the range of 15,000 – 19,000. Note that this is not your exact rank because it might have slight variations to the actual rank.

On such rank and category it's quite difficult to get seat in CoE, Pune through MHT CET Counselling because if we go through last year's data then it shows that last year the closing rank for CoE, Pune was 2639 for B.Tech Metallurgical Engineering.

see your rank is excellent , however I want to clarify about the government jobs of engineering discipline scenario in recent market trends. government sectors engineering jobs in mostly available for electrical engineering, mechanical engineering, electronics and telecommunications and civil engineering domain, so if your main target is to get government job in engineering domain , you should take any of the above mentioned streams.

It is a good college so the cutoff remains a bit high.Computer science is the most opted branch in this college.The cut off by score in MHT CET according to last few year's statistics was 179-165 and around .Cutoff dont remains constant.It changes from year to year.So you can expect this college and the branch as mentioned around this rank.

CoEP or College of engineering Pune is autonomous institute run under the Government of Maharashtra. At CoEP admissions for B.tech aspirants is through MHT-CET, scores of which are mandatory.
For Mtech GATE scores along with Bachelors degree in engineering and technology is required.

Admission to college of engineering, Pune takes place through both JEE MAINS marks and CET marks as well. But through JEE MAINS, you need decent marks in it and also in boards you need 75% and above for general category. And MHT CCET score merit based can give you admission to COE, Pune as well and boards criteria for general unreserved category is 50% and above in boards.

Also since COE PUNE is a government colleges, it has decently high cutoffs comparatively like above 170 in CET and above 180 in MAINS (JEE).

According to your question and taking into consideration that you are from general category and your jee mains percentile was 95.13. So,it would be a bit difficult to get this college in mechanical branch as the cut off is a bit high.
A minimum of 96 percentile is needed as it would be a safer side to be on.

Three of your Options are very Comparable. If you have plans to go for a Masters or Postgraduation in future, COEP can be a very good option providing in depth Technical Education. As far as Placements are concerned, Civil Engineering at COEP has almost 70% placements.
However from Placement as well as Career aspect, I believe a degree in Mechanical Engineering will be more effective than Civil as far as career scope and prospects are concerned. SPCE Mumbai too is an excellent Technical Institutes in Maharashtra next to COEP and VJTI and has good infrastructure, faculty, research facilities and an excellent employer outlook. Being located near Industrial Hubs at Mumbai and Pune provide strong scope and impetus in training and placement prospects. Mechanical in general has more scope in both Private and Public Sector. Among PSUs, almost all Enterprises have vacancies under Mechanical Engineering annually through GATE.
