Here I would rate iiit pune as a better institute as it is older with respect to iiit sricity so iiitsricity will require time to make its position in the industry which directly affects how a company sees a particular institute also you have mentioned not to consider location buut

Here I would prefer to join nit andhra pradesh as it has better course cirriculum and focusses more on research which ultimately improves the academic level of nitap also the placements here are better if you compare as a whole although with iiit pune you might get the location advantage
