Hello ! Yes with that rank you can get into collegs like NIT Rourkela, NIT Karnataka, Dr. BR Ambedkar National Institue Jalandhar, NIT Hamirpur. If you want to go in for government prestigious colleges then this is the thing for you. Best of luck.
Brother, though it would be easier for me to decide if you had told your CRL rank. As EWS, being implemented for first time, it would be difficult for anyone to decide.
Though, from the past analysis, IESR takes students who rank (CRL) below 10k in GEN and OBC.
Though, you have quota, so might have higher chances but with this rank, it seems IESR quite difficult/unlikely for you.
I would recommend you to give, it's apptitude exam which helds few days after JEE advanced. IESR provides 50% seats vacancy for student to get admitted via this aptitude test.

You have got excellent marks in jee mains but unfortunately you need to at least qualify JEE advanced to be eligible for admission in IIST.
You definitely have the potential so I suggest either you take admission in NIT as you will definitely get a great nit seat or take a drop and prepare again and you will surely get into IIST

I am sorry to say that with your current rank in JEE Adv 2019, it is not possible for you to get any IIT or IIST.
IIST is a very good college and requires higher marks in JEE Adv. The cutoff for 2018 in B.Tech- Aerospace Engg. was 34.17%
Moreover, for qualifying in an IIST, you will be needing at least 20% in aggregate marks and 5% in PCM individually.

IIST has BTech in Aerospace engineering, and not Aeronautical engineering.
Aerospace engineering JEE Advanced percentage cut off was 64.21% (opening percentage) and 53.83% (closing percentage) for the general category in 2017. For avionics, JEE Advanced percentage cut off was 60.93% (opening percentage) and 52.19% (closing percentage) for the general category in 2017. In 2018, the cut off was 43.89% (opening rank) and closing rank was 34.17% for the general category for Aerospace engineering.
College infrastructure is very nice they still providing good libraries and food WiFi with internet.Ac classrooms will be there in college.sports facility will be there Indoor and outdoor games with be there in campus
Good infrastructure with utmost all facilities available with advanced equipment . Classrooms with good atmosphere , high speed internet , smart classes and e-library is also available in here itself.
The college is a well equipped one in terms of necessary infrastructure of the academic and non-academic domains of its body. The academic body is having a big tech based central library, well equipped laboratories of different fields. The lecture halls are big, smart tech based. The whole campus is served with a super fast WIFI services. Hostels are big and well maintained. There is a central gym, sports court, recreation hall, amphitheater, basket ball court, cricket ground as part of sports.
