Last year closing rank of civil engineering for OBC candidates was 2444 in IIT,patna and 2545 in ISM,dhanbad. So your brother have chances to get admission at both places.

There is no comparision between IIT-ISM Dhanbad and BIT Mesra.

ISM Dhanbad is much better than BIT Mesra.

Mehcanical engineering in ISM will be more helpfull for you than IT in BIT Mesra.
