i got 69 in jee mains and i am from warangal , telangana, is theree any possibility of getting seat in open catogery

No in open category you will not get any seats in NITs .

Is there any chance of starting m.tech. civil batch by iit mandi in session 2018-19?

IIT mandi is still no ready to start a new course... They are not ready to plan a new course .So , at this moment there are no chances ..

College Infrastructure

The college has really good infrastructure overall. The classrooms are spacious and equipped with working smart boards, and the library has a great collection of books. The campus Wi-Fi is reliable. Hostels are well-maintained, and the mess food is quite hygienic.

In my opinion, infrastructure here is normal because they lacks in good hostels,good mess management and as I heard that they are currently providing only rice in lunch not roti .So overall average infrastructure.

Infrastructure here is very average as compared to other IIT's because of lack of some necessary equipments like induction,iron , heater etc.And for especially PHD Students the issue is they are getting the rooms in b.tech students that disturbs them from there studies.So overall lacking in hostel,mess management.
