Hii,Both the streams are not suitable for future prospective if you do pharmacy you will cry after completing degree until or unless you have good contact in industry, no government jobs are available, difficult to prepare civil services, not applicable for any other government jobs so in India never try for such courses it's better to do degree in arts then in pharmacy.

See it doesn't matter how well you perform in the semester . Wether there is a vacant seat or not. ICT Mumbai doesn't allow branch chnage officially. Now by officially what i meant is that in ICT Mumbai you can attend any course lecture after first year, with the allowance of the faculty you can also give exam of other branch. So you can't change to chemical. So it would be better if you take branch of your choice.

There would be many colleges which would have cutoffs in this range. So you need to decide which location, college and branch you are aiming for. So after picking some top colleges following this, you can go for cutoffs.

For Chemical Engineering as ICT is one of the best colleges, you can find its cutoff as well in the above links.

Make sure you look for proper cutoffs according to Quota (General-G, State-S, TFWS, etc), category (Open, OBC, SC, ST, etc) & also according to the university.
