No in top nits for cse branch your rank is too low if you are general . For sc/st you may have some chance. You should look for cutoff trends of laat years.

Yes for sure. You can expect IIT but not the renowned ones like bombay,delhi,Kanpur etc. Though You can expect good NITs 

Yes for sure you are eligible for iiit and you can easily get Admission there. Need not to worry. Because the admission there is based on jee main exams  So all the best have a great future ahead.
