In 2019 round 7 the cut off for admission to ECE was 14157 for open category(other state female) for MNIT, Jaipur and for MNNIT, Allahabad the cut off was 12716 for open category (home state female) for admission to ECE. It is very difficult to get seat considering the previous year cut off in round 7. But cut off may increase or decrease in further rounds depending on number of candidates qualified, difficulty of exam and number seats available etc.

Getting admission into a NIT of your preferred choice depends on various factors like your category, seat availability at college, no. of applicants appeared, exam difficulty level and previous years cutoff trends.
Seeing your rank and category and also the previous years cutoff trends, it is bit difficult to say whether you would get admission into your preferred branch.
But, the cutoff varies each year depending upon the above mentioned parameters.

According to previous year last round cutoffs, the maximum rank under which a candidate got the admission in lowest college in lowest branch under OBC category and other state quota is under 22k but your rank is far from that range hence it would be impossible for you to get any college either NIT,IIIT or GFTI but you can check your possibility with HOME State quota by follow up the below article by Career360 and can even try your luck in CSAB Special counseling.

Both, IIT Jodhpur and MNIT Jaipur are good in every aspect like infrastructure, teaching and education, placement offers, campus, etc.
IIT Jodhpur is a newly established IIT while NIT Jaipur is one of the oldest NITs.
But, looking at the aspects being an IIT and a NIT, both are good.
But, at last, you have to decide which branch you want to take - Electrical or CSE !
It all depends upon your interest in the subject or topics of the branch that you have to pursue.

As per your question, to figure out which NIT would be better then one should compare their placements in that branch and infrastructure as well. So as per this,
1) NIT nagpur:-
They have highest CTC package of 22 LPA and and average CTC package of 7LPA . They have good infrastructure as well.
2) MNIT allahabad:-
They have highest CTC package of 36LPA and an average CTC package of 7.8 LPA as per their officials. And as per review their rating is low in terms of infrastructure.
So as per this comparison NIT nagpur have an edge on MNIT allahabad as per thier median package also as per Infrastructure . So as per my opinion you should go with NIT nagpur .

Every NIT has it's own advantage and disadvantage. According to me NIT jaipur is better for b acrh than NIT Hamirpur, because the agriculture department is one of the new department in Hamirpur, it had started in 2000, whereas, in case of jaipur NIT it offers plenty of opportunities to explore different areas of architecture. It also offers summer internship. Here you'll get many opportunities to learn about new projects. So these are my opinions.

Both of these are really good NITs, however, for the computer science the coding culture you will find in the NIT Surathkal is better than the NIT Jaipur. The coding culture is a very crucial part for the Computer Science, therefore colleges with good coding culture produces highly employable computer science graduates.

Malaviya National Institute of Technology(MNIT) Jaipur have a lecture complex known as VLTC where all classes are held. It have separate hostels for both boys and girls. It have well equipped labs and various research facilities. Various sports tournament and cultural programs are organized to enhance the capability of students.
The college itself is not that old compared to other government colleges and the infra is alright but there is no architectural beauty in the buildings they are just bland. Although everything is well maintained, it does not have anything special about it
