I think when you were asking this question somehow you were assuming that MNIT is better due to the fact that it is an NIT and that too a good one. So let me tell you how to measure a college.

Here are some of the key points which in my opinion matters a lot while comparing any institute.

Placements: Even though I hardly believe in theory of average package but still for everyone else I am including it. So average placements of MNIT Jaipur is less or almost equal to LNMIIT. Not sure of exact figures.

Higher Education: How many students are going for higher education such as MS, MBA,etc and from which Institute? I can assure you LNMIIT people are pretty good with getting into good quality higher educational institutions. Be it MS in foreign universities or MBA in IIM's.

Entrepreneurship: I hardly know any good startup culture in MNIT and this is what you can verify yourself. My batch itself has many startups. It does not matter if they fail or succeed, it is the learning which counts.

Internships: How many people are doing foreign internships or getting into programs like Google Summer of Code? There are large number of seniors as well as my batch mates who did foreign internships. In terms of GSOC, this year alone 15 students get selected, much more than most of the IIT’s.

Overall growth: At the end, level of studies will be same and courses will be same as well in both the institute. So it is over all growth which matters, which I personally find much higher in LNMIIT students. You will have some awesome seniors to help you out in LNMIIT ;)

Fees: In case fees is a matter then definitely MNIT is way more cheap. But again if you are getting any low level branch in MNIT, I would suggest you to take CSE or CCE in LNMIIT. I was in the same situation and took CSE in LNMIIT with a loan over my head. But at the end I don't regret that decison at all.

So IMHO you should seriously consider LNMIIT over MNIT. But again it is your career, choose whatever feels best for you.

I will suggest you IIT Hyderabad for computer science over MNIT as IIT Hyderabad is more dedicated for computer science branch . You get ample opportunities to work for startups and young enterprises. If we talk about placement then it has good record of placement .Apart from all this, the culture over here is very competitive be it academics, competitive coding or open source contribution. It is sure to drill the best out of you.

I would like to inform you that the institute fee in MNIT for the SC/ST candidates for the first semester is 35,500 and the hostel fee is 47,000 for the first semester. So you only need to pay a total of 35,000 + 47,000 i.e. 82,000 for the first semester. No matter how much is your family income, the tution fee will be waived for each and every candidate who belongs to SC and ST category.

Cutoff for mechanical at MNIT Jaipur for other state obc ncl category goes around 96 percentile,so you possibly can not get the branch here.

With 70 percentile,even considering your category,you can't get Chemical at MNIT.

Chemical at MNIT closes at around 91 percentile for SC category  for home state quota.

You can try appearing in state councelling,where you have better chances in other colleges;

MAHARAJA COLLEGE

BCA is a professional course, and Maharaja College provides the facility for students who marked in 10+2 within a general category with a minimum of 75% or above in their academics. OBC and SC/ST seats are reserved with reservation quota, and the fees of BCA is around Rs. 30,000 per annum.

Sorry to inform you but Malviya National Institute of Technology Jaipur does not offer BCA course, the courses offered here are, BTech, Mtech, PHD, MSc, B Arch, MBA, and M.plan.  You can look for any of these course here, as only all the mentioned courses are available here.

And this is not a private University, it is a Public University in Jaipur.

As per your percentile, it is hard to get NIT campus. Maximum rank considered at low rank NIT is 2 lakh that too for home state quota. For open category, rank cutoff will be low.

Your general rank will be above 10 lakh. For SC category, rank cutoff wil be below 10k. It is hard to predict your categorical rank as it is decided on the basis of lots of factors and 2nd session of jee mains is still pending.

So do check out previous year NIT cutoff when you get your final rank for general and reservation category. If you find such option where you are eligible then you can apply.

Along with NIT, it would be better to look out for best government college as security option.

You have got a decent percentile in JEE Main. Based on this your Common Rank list (CRL) rank would be 18000 approximately. The OBC category rank corresponding to this percentile would be around 3200( between 3000 to 4000).

The last year closing rank for ECE under OBC category quota for HS and OS is 3548 and 3529 in MNIT Jaipur. Therefore it is possible that you could get ECE there.

In NIT Kurukshetra the last year closing rank for OBC category quota for HS and OS is 6029 and 3638 respectively. Therefore, you can get ECE in NIT Kurukshetra also.
