With 70 percentile,even considering your category,you can't get Chemical at MNIT.

Chemical at MNIT closes at around 91 percentile for SC category  for home state quota.

You can try appearing in state councelling,where you have better chances in other colleges;

You have got a decent percentile in JEE Main. Based on this your Common Rank list (CRL) rank would be 18000 approximately. The OBC category rank corresponding to this percentile would be around 3200( between 3000 to 4000).
