There are a few new and emerging colleges that are much better then government colleges. You should apply there. You can give the second round of NATA but the scores are unlikely to improve much and by that time if most seats get blocked then in spite of getting an improved score you'll not be able to get a seat. I suggest you to book a seat whichever good college you can manage.

It is difficult to predict because cut-offs changes from year to year and they vary from College to College. Also Caste Category of the candidates matters.
