I believe you are referring to IIT Palakkad and want to know whether this college or NIT Surat is the better one, so here is some information on these two colleges.
SVNIT also known as NIT Surat was established in 1961 and is one of the top engineering colleges in India, ranked 54th by NIRF. It has a huge campus and good infrastructure as well. In terms of placement, 500+ students from B.Tech, M.Tech, and M.Sc. programs were placed in different sectors of the industry. The highest salary package was Rs 37.5 lakhs per annum bagged by the CSE students, with an average package of Rs 5-7 lakh. Some of the top recruiters who participated in the 2020 placement drive include- HSBC, L&T, Ola, MU Sigma, Samsung, JP Morgan, Capgemini etc. Apart from them, several exciting fests are organized in the campus, among which MindBend, the annual tech fest is the biggest in Gujarat.
IIT Palakkad is one of the newly established, emerging institutes in India which was launched recently in 2015. Within a short time, they have been able to start most B.Tech courses along with M.Sc, M.Tech, PhD courses at two temporary campuses. The permanent, 500 acre, picturesque campus in the backdrop of Western Ghats, but that may take sometime to open. Placement has been really good, with highest package of 21 lakhs and average package of 7-9 lakhs offered to students by companies like GE, OYO, TCS, Cloudera, Vmware, HSBC etc.
It's a tough call to make. IIT Palakkad is an 'IIT', so it will have more value than that of an NIT and it is also one of the emerging institutes in the country, mentored by the No. 1 engineering institute in India, IIT Madras. So it can be an exciting thing to choose IIT Palakkad.
However if you want to go for the more established NIT Surat and want to have a great college life and preference to stay in North India, then you can go for NIT Surat.

2019 NIT Surat cut off for Electrical and electronics engineering for general category is 13956(other state quota). For NIT Rourkela it is 9875. This clearly indicates that NIT Rourkela is better than NIT Surat in EEE branch.

NIT Jamshedpur is lot better than NIT surat as Since , NIT Jamshedpur is one of the oldest colleges in the city, placements are really good. Almost most of the students get placements easily. NIT Jamshedpur has an overall satisfactory infrastructure and hostels are excellent and the new academic block is also under construction. The teaching and teachers are good and the campus is really peaceful. So overall I would recommend you NIT Jamshedpur.

Cse and ece are the top branches.both have the same preference and same competition.in both the nits cse and ece have equal preference .in present ece competition is growing .in any of them you can join .both are same so you can join in which you are interested
Either of SVNIT Surat or VNIT Nagpur are established NITs with both Circuital and Core branches being their Speciality. Choose the one which is in vicinity to you home.
Of course, NIT Nagpur being located close to Pune , Pimpri-Chinchwad and Mumbai, one of India's biggest Industrial hubs, has a direct advantage when it comes to Placements and having research institutions like IIT Bombay, BARC, IISER Pune as well as IISc Bangalore might just add to a slight advantage, when you will start applying for Internships once in midst of course.
So thats it, its totally your choice. Choose wisely.

Assuming that you are more concerned about placement and I have no specific interest only branch,
I would recommend join IIIT Jabalpur as it offers better placements than your other choices.
If you have interesting any of this branch for example mechanical engineering go for it.
For placements I will forget IIIT Jabalpur.

Congratulations for getting good rank in JEE mains 2020. According to last some years cut offs for SVNIT sorry to say but you have very very less or probably no any chances of getting admission in SVNIT. As per the last year closing ranks the closing rank for least branch that is for chemical engineering is also less than or near to the 10000 for SC category so you have very less chances. Both are good institutes for pursuing higher studies. As per official notification, ST category candidate having score atleast 45% will get 100%fee waiver on tution fee and no waiver in other fees. There is no mention about family income. So yes you are eligible for tution fee waiver scheme but no waiver on other fees.

The infrastructure is quite good. The department has three different buildings, and all the labs required for the course, such as fluid dynamic labs, hydraulic lab , som lab , structure lab, EM lab and transporation lab.
Our college is quite old but then also infrastructure is good even now some construction work is going on of CRC and few department, hostel are also average where u get various facilities, there is dispensary also
The college infrastructure is good. There are many facilities available like sports centre, food courts, stationary shops, seminar halls and modern classrooms, auditorium, grounds for mega events or functions. The canteen food is good and economical. There are no issues related to infrastructure.
