At first, I must tell you no college is best and every college is good at its own place. But if you want to compare the mentioned colleges that you have asked, then I would suggest you to go for CET Bhubaneswar rather than VSSUT, Burla though VSSUT

According to your percentile in jee mains, it is difficult to get a seat in vsssut burla for branches like electrical,it and mechanical but you can hope for chemical,metallurgy and production.

In CET Bhubaneswar looking at the past year trend you may face some difficulty in admission as it has cutoffs below 1 lakh.As far as VSSUT Burla is concerned you may get admitted into Mechatronics but it is a close call as the cutoff stays around 2.45 lakh

The college infrastructure is very decent, most of the land space of the college is still under utilised. The hostels take up the majority of the space of the college and the Academic Buildings are small in Comparison.

VSSUT is one of the oldest technical institutes in Odisha, and it shows—both in a charming, heritage way and a "this needs a renovation" way. The classrooms in the new academic block are decent, but the older ones can feel a bit dated. Labs are a mixed bag; while the Workshop and Production labs are quite spacious and equipped with some heavy-duty machinery (essential for our branch), some equipment is old and requires a lot of "jugaad" to work. The Central Library is a sanctuary—it’s well-stocked and air-conditioned, making it the best place to escape the Burla heat. WiFi is available but famously unpredictable; you’ll likely rely on your own mobile data for anything urgent. Hostels are where you truly "live." Cleanliness is average, and maintenance is often slow, but the massive campus and the view of the Hirakud Dam nearby make up for the lack of five-star luxury.
