Unless you have Vicinity issues or some craze for CSE, I would suggest you to prefer either between VNIT or MNNIT ECE. Both are among the Top 10 Best NITs, with excellent placements, faculty and infrastructure. However, incase youre in for CSE, I would sugget you to prefer NIT Jamshedpur.

Based on previous years cutoff, it is very Difficult to get VNIT with 78 percentile. With this rank, you had low chances of getting NITs. I would suggest you to go for State Level councelling. Apart from that, you could try to get admission in Institutes that give admission
