Since this year's cutoff has not been declared yet, with a SC rank of 3,150 according to previous years cutoffs and trands, it is unlikely you will be able to get any college. However, you can get admission in -
Though, it would e easier for me to guide if you had told me your home state.
But still, owing to your category by God's grace, you can get seat at mediocre NIT at the later rounds.

As the eligibility criteria for any IIT ,Niit is 54 percentile for sc and 89 percentile for general. So you did not cleared the bar . Also for for niit and IITs , you need at least 95 above percentile to stand a chance for admission.
