No, admission to the Bachelor of Physiotherapy (BPT) course at Indira Gandhi Institute of Medical Sciences (IGIMS), Patna is not possible without the entrance exam. As both colleges are situated in patna and are almost of the same level. If you ask according to academic and facilities it is better in igims as it is semi government college. If you ask about patients reach then it is more in PMCH than the igims as pmch is the oldest and there's patients comes from every district of bihar but patients reach is also too good for igims and it is more than enough to learn you about your subject. As IGIMS is semi government college so you will have to pay some Higher tution fee as compared to PMCH so this can be your deciding factor or otherwise both colleges are best in bihar you can choose any one of them according to your comfortablity.

Hope you are doing great ! Yes, it's very common ,you can go out but there are some rules and regulations also which you need to follow also. You have to follow discipline also . You can go out during the fixed time interval. By permission or whenever they will permit you ,you can go out.

Patna Medical College (PMC) located in Patna, Bihar is a government college and offers many courses like MBBS (total fees- Rs 47.55K), MD Paediatrics, MD General Medicine, MS Obstetrics and Gynaecology, MS General Surgery, MS Opthalmology, Post Graduate Diploma in Obstetrics and Gynaecology, MD Pathology and many more.
The infrastructure is very good. The college has facilities like library, classrooms, hospital with plenty of beds, hostel and so on.
The teachers are qualified, cooperative and teaches very well. After completing 4.5 years of MBBS, one needs to do a mandatory internship of stipend of around Rs 15000 per month.
Indira Gandhi Institute of Medical Sciences(IGIMS) is located in Patna, Bihar is a government college.
