In order to be eligible for IIST you should have 18% minimum aggregate marks and 4.5% marks in P/C/M individually.

If you are not eligible for JEE Advanced you can't apply for IIST. It takes admission through JEE Advanced only.
You can get private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based
