As per my knowledge there is no such rule to admit any student to second year directly. However in some cases if the college to college transfer is going on for example if any students apply for transferring to another college under the same University and the same stream then maybe one can do that but otherwise not.
Also there is another way if you are doing your diploma degree. Then after completion of diploma degree to just can give ECET or JELET or other State wise examination to get admission in two directly 2nd year of engineering. Hope this will help you .
