Central has given some guide lines to identify Non creamy layer among BCs for OBC reservation. Those who falls under these guide lines are issued OBC certificate by the respective states. Based on these certificate, Central will provide reservation.

Dear,
No, In subsequent rounds (from 1st round to 3rd Round) you have choices of college. If you are not satisfied with Round 1 allotment then you go for Round 2. But in sliding round, your seat will be upgraded but on the basis of availability of vacant seats in other colleges. So, it is different from other rounds and that’s why it is called Sliding Round. The sliding round shall be based on the preferences already entered by the candidates in the online counselling system on the basis of merit of the candidates.
Hope this helps!
Dear Student,
If you have the valid certificate of OBC then definitely you will considered as a OBC candidate not a general candidate, no matter how much marks you got in any exam, still you will be considered as OBC candidate.
You need to create the OBC certificate after the April month of the same year in which you are going to take admission then only you will be eligible for the OBC category.
Good Luck :)
