Hello student,
The norma regarding tc and placement are different for each colleges and universities. It would be better if you agree to those instructions and act accordingly.
If you are leaving your college after you complete B.tech and want a certificate for the same , then you will surely get it as per college norms.
But you will not be getting placement opportunities as your's is dual course and you will get it only if you complete the M.tech also.
However you can request your department heads or any other college authorities to know more about the Placements criteria.

85 percent of the seats are reserved for delhi students
15 percent of the seats are reserved for non-delhi students
In above two categories ,further their are divided into general ,scheduled castes ,obc ,scheduled tribes and economically weaker section
