Birla Institute of Technology , Mesra is an Indian institute of higher education and a deemed University. It is located in Jharkhand, India. Chemical Engineering will cost you around 11.57 lakhs here. Placements in chemical are good here. From the last session, around 60% of the students got placed. The highest package offered was about 12 LPA, and the lowest package was around 4 LPA. Companies like Tata Steel, Infosys, Cognizant, Axis Bank etc. visit the college.
Delhi Technological University, formerly known as the Delhi College of Engineering is a state university in New Delhi, India. Environmental Engineering course will costs you around 7.81 lakhs here. Placements for this branch are good here. The highest package offered till date was 25 LPA (which was offered in 2013), but the average package offered is around 7 LPA to 8 LPA. 50% of the students got placed easily.
Overall, from these two, BITS Mesra would ve a better option, if you see the placements.

Both these subjects have wide future scope. The decision you should make according to your area of interest.
After BDS you can pursue MDS and surely excel in dentistry. There is a great demand for dental surgeons.
The scope of BAMS is wide & the demand is increasing day by day. In this you will get to study modern medicine and now after BAMS you have the permission of Surgeory after MD. A lot of work is going on in foreign countries too. So, if you wish to you can also enter in research field.

Considering the cut off in 2019 in round 2 you have chances of getting seat in the following branches in the colleges that you preferred
But cut off changes every year depending on number of candidates qualified, difficulty of exam and number of seats available etc.
Stray Vacancy round is nothing but a final round conducted at the Institution to fill up the vacant seats. The DGHS will send the list of the registered Candidates to 10 times of the vacant seats. This means if there is 1 vacant seat, MCI will send a list of 10 Candidates to be filled on the basis of merit alone. The fees remains the same for both Management Quota and Stray Vacancy round. The annual fee structure without miscellaneous charges is as follows:
JNMC: Rs. 15,24,000
JSS Medical College: Rs. 14,71,750
The amount mentioned in the MCC website might not have included the miscellaneous charges.
To be eligible for Stray Vacancy round one should have not been allotted a seat in Round 1 or 2 of All India Counselling. Such Candidate should also not have been allotted a seat in Mop up round. Those Candidates who have not registered for all the previous rounds also is eligible for applying for Stray Vacancy round.

BIT is under of VTU and UVCE is under of Bangalore University. So by the research i said UVCE is better than BIT. Because UVCE if you joined than don't bother the attandance you should study in library. But BIT you can daily attand the class lecture. And both colleges have good placement in CS department. UVCE highest placement pakage in CS branch 50lpa and more than 90% students are getting job in on campus. And BIT highest package is 21lpa.
So you good enough to chose right decision.

Since you have not mentioned the other options you have in your hand, I cannot tell you which is the best. But if you are getting Birla Institute of Technology, Mesra for Engineering in Chemical Engineering (Plastics and Polymer) then you can consider it for admission. The college is good and offers decent placement to its students with a average placement of 7 lpa. However, the college is a bit on expensive side. but you are good enough then you'll be able to grab opportunities and justify ROI.

If you have taken admission in BITS MESRA, it will give the degree of BE in Chemical Engineering, Electrical and Electronics Engineering and Chemical Engineering - Plastic and Polymer and it gives B.TECH degree in Mechanical, Biotechnology, CSE, IT, ECE, Production and Civil Engineering after completion of your 4 years UG course. In India there is no such difference in BE and B.TECH. Both are equivalent degree. But if you want to know the basic difference then you know that BE is more of theoretical aspects and B.TECH is more of practical oriented.

Outstanding college The campus is well-maintained with decent classrooms, a library, sports facilities, and Wi-Fi. Hostel facilities are average, but improvements in food and hygiene could enhance the experience.
The infrastructure of the college is very good every faculty member here is very much ready to help us out they have a very friendly nature and easy to access them. Almost everyone here is very crispy the college staff also is very helpful polite good nature
The university offers a friendly environment for study. Classrooms are digitalized.The library has approximately more thank 10,000 books, e-books, and IEEE subscriptions for us which helped me in my research work. The auditorium is highly equipped and I was handed my M.Tech degree there.
