Considering the fact that this year the paper was easy your chances of making it to any of the NLU is bleak. Previous year cut off for the year 2016 will give you a fair idea about your chances. However you may get through one of the newly incorporated NLUs.

According to JOSAA, Your home state is considered to be the state from where you have passed your class 12th. In your case, it is Andhra Pradesh, not Jharkhand. So, you wouldn't get admission in BIT Mesra through home state quota.

Since IISER does not declare their cutoffs, it is difficult to tell whether or not you get admission they just tell whether or not you were selected. However according to past students personal experiences cutoff of about 110/180 marks is generally required to get into any IISER. It is unlikely you will get selected. However, this is just an assumption.

As far as getting admission in Jadavpur University is concerned, the eligibility criteria for a non West Bengal domicile student, i.e. a GENERAL category student, the minimum qualification marks is 50% that sums up to be 250 marks overall
So if you fulfill this criteria, you can get admission.

Last year during BE Phase 3rd Cutoff, the opening and closing ranks at Bhilai Institute of Technology, Durg in Civil Engineering were 1426 and 1984. Though you have a low chance this year but you can hope to get a seat.

Gettibg seat through JOSSA in you mentioned colleges is almost impossible. You may get a seat in any of these if special round counselling is done. The cutoff for various colleges fall drastically during special round conducted by CSAB. Last year it was around 7 lakh for biotech in BIT. So you can only wait as of now.
