I am very sorry to tell you that you are not eligible to take admission in any branch of BIT Mesra neither any IIIT's.

The minimum ranks anyone needs to take admission in the lowest branch of BIT Mesra i.e Bio-Technology Engineering is 22538 for SC Home State

As we all know that seats are very limited and admission is directly based on category rank. You may get admission in 2nd or 3rd round.

Can I get civil in bit mesra at 43395 rank I am not from Jharkhand

Sorry to say but the cut off for Civil engineering in BIT Mesra is closed at 29.5k.
Only for home state candidates, the cut off goes till 46k for civil engineering.
However if you want to take admission in BIT MESRA, you can get Chemical engineering, Production engineering
