For admission into NITs, you need to attend the JoSAA counselling. Since JoSAA conducts counselling on the basis of JEE Main score, you need to first qualify the required cutoff as per your category. Below I have provided 2019 JEE Main cutoff (percentile) category wise -

the closing rank for COEP is below:- 200. your rank is a bit high to get an admission in CSE. you can look for other college where you can get an admission. Your rank is not in the range for the college. You can try for other government college

There is NO special cutoff for the EWS section in MHT CET counseling.
Rather, the cutoff which is allocated to the General/Open category is used for the EWS category as well.
Both categories are allocated the same cutoff.

Though your rank is quite good but seats in PWD quota is only 15% in all india quota so thats little tough. Incase you belong to maharashtra then you can expect these colleges you have mentioned. Chances of COE pune is little less but you can any other

The classrooms are mostly in condition and work well. Many departments have been updated with projectors, digital boards and good seating. However the experience varies. Some departments look modern and have equipment while others look a bit worn out and old. The older lecture halls have a feel, to them but that doesn't always mean they are comfortable especially during a long three-hour exam. Very average infrastructure.
The college itself being more than 170 years old define the architecture and infra with old heritage buildings stand the new buildings with we'll equipped labs and workspaces needed for every branch in college
