I assume that you do not understand or you are unaware of different exams and their significance for admission in certain fields which I consider I must clarify first.
1. JEE Advanced and JEE Mains are the National levels competitive exams in India to get admission in engineering.
2. NEET is the National level competitive exams in India to get admission to the 14 Medical Courses to become doctors.
Now your question asks about what you have got 97 percentile in NEET and you are an OBC candidate and you want admission in COEP which stands for College of Engineering, Pune and that is not the college which offers medical course but it is as mentioned a college of engineering where students become engineers and not doctors.
Thus your questions contradict and confuse about which exam you gave was NEET or JEE otherwise you must have got confused by mentioning some other Medical College and instead of that you mentioned some other Engineering College by mistake.

YES, you can get Production Engineering (Sandwich) branch, but only on the basis of your SC rank i.e. 5,000.
I can provide you the MHT CET 2017 and 2018 cutoff for this branch for SC category, so you can get a clear idea.
In 2017, after the last round-
Closing Rank- 10,689
In 2018, after the last round-
Closing Rank- 9,608

Based on your General/Open category rank, you can get the Metallurgical Engineering branch in COEP, Pune, and Production Engineering or Textile Technology branch in VJTI, Mumbai.
Based on your OBC category rank, you can get any of the branches in COEP except Computer Engineering and you can basically all branches in VJTI after the last round.
All these assumptions are made on the basis of the 2016, 2017 and 2018 cutoffs for COEP and VJTI.

Admission to coep is through mhtcet .
There is no minimum criteria for 12 th percent.
So if you got a good rank in mhtcet you will surely get admission
ie score approximately 140-150 above then you can get into coep definitely.
There is no entry through JEE main .

The cutoff of last year for ENTC branch of COEP is around 170.
I would suggest you go through the last year cutoffs of the first round of CAP Process on the following link.

Make sure you look for proper cutoffs according to Quota (General-G, State-S, TFWS, etc), category (Open, OBC, SC, ST, etc) & also according to the university.
Also, the cutoffs vary for all branches.

The cutoff for engineering changes every year by some small percentage.
If we consider overall cutoff of electrical engineering in COEP then 90% is the minimum percentage required for admission in branch as per previous year.
as you got 90%,it depends on your luck you may or may not get a seat in COEP in electrical or any other branch because the last year cutoff branchwise are as follows
Mech-94%.
civil-93%
metallurgy-90%
Electrical-92%
IT-94%.
the above cutoffs are for students of general category.
