For admission into NITs, you need to attend the JoSAA counselling. Since JoSAA conducts counselling on the basis of JEE Main score, you need to first qualify the required cutoff as per your category. Below I have provided 2019 JEE Main cutoff (percentile) category wise -

There is NO special cutoff for the EWS section in MHT CET counseling.

Rather, the cutoff which is allocated to the General/Open category is used for the EWS category as well.

Both categories are allocated the same cutoff.

The MHT CET cutoff for the SEBC category is the same as that of the OBC category.

Sorry to say this but based on some of the previous year cutoffs, it is a little bit difficult to say that you will surely get CS branch in the college. Civil engineering might be a branch based on your rank. See your rank is good but also
