Yes, you are eligible for round 3 counselling. Since you have already taken part in round 2 of AIQ (All India Quota) and opted for upgradation, your seat will be considered for upgradation in round 3. You can also stay eligible for IPU round 3 if you did not get a seat earlier. Just make sure you keep your documents and fee ready and follow both AIQ and IPU counselling schedules carefully.

you got a seat in AIQ round and submitted documents, also opted for upgradation so YES, you are eligible for 3rd round of AIQ as you opted for upgradation.
You filled IPU counselling but did not get any seat in round 2 that makes you eligible for IPU round 3 as well , if you have not withdrawn or skipped further rounds.

Congratulations for getting a rank of 80 in your exam, with that Rank it's highly probable for you to get a seat alloted to you in First round. But it's important to know that Currently NEET is being priorities so if the students from there do not completely take the edge off, you will be alloted a seat.
I would advise you to focus on having a strong backup because of changing policies which can impact the seat allotment process.
