Considering the marks that you have got and the fact that you are a general category aspirant, sorry to say but you won't be able to get admission in IISC Bangalore or any IIT. You can try for GFTIs and other colleges that take admissions via GATE score.

I think your marks is less for getting admission in IITs M.Tech. you have to score more than 70 marks to get admission IITs. your chance to get admission in IITs is less. but you can take admission in NITs and other govt colleges.

Yeah you can apply for iisc for BS using NEET score without appearing any another exams.The selection is done using rank list of 

KVPY

JEE main

Jee advanced

NEET

You can apply for iisc if you qualify in one of the above mentioned national level entrance test.

There is no any eligibility criteria for IISC hawra,

it take admission on the basis of JEE main and WBJEE for Btech.

so the eligibility criteria of JEE main and WB JEE will be considered for this

The marks that can be scored in a particular set of GATE depends totally on the difficulty of that set and how well you have prepared.
