According to me, the order of CSE in the above mentioned IITs is as follows

IIT Dhanbad

IIT Patna

IIT Bhubaneswar

IIT Ropar

Among these, IIT Dhanbad is the best, followed by IIT Patna, then IIT Bhubaneswar and then IIT Ropar.
